Asset sales

One of the main tasks of the Deposit Guarantee Fund (DGF) is sale of the assets acquired from the failed banks. Proceeds obtained as a result of the sale of the bank assets is used by DGF for the satisfaction of creditors’ claims.

As of April 2016, the asset sale process is consolidated at the DGF level. New disclosure and transparency rules are established.

DGF advocates fast and transparent asset sales. Maximum amount of information on each asset is disclosed to public on the special website (  There are brief asset profiles and teaser presentations for all assets (loans) over UAH 100.00 m.

The property of a bank or several banks (asset pools) may be sold using the following methods:

- direct sale to a legal entity or an individual (for fixed assets with the appraised value that does not exceed 10 minimum salaries as of the selling day or low-value and non-durable objects, fixed assets, non-current assets the net book value of which does not exceed (by group of assets) 10 minimum wages as of the selling day)

- at an open tender (auction) at e-trading platforms.

As of February 2017 all auctions are conducted via ProZorro.Sales system, which is managed by Transparency International Ukraine.

By the end of 2017, all assets of the banks managed by the Deposit Guarantee Fund shall be auctioned through “ProZorro.Sale”. Markets will set the price.

The volumes of assets under the management of the Deposit Guarantee Fund (DGF) are significant. Between 2014-2017, the National Bank of Ukraine declared 88 banks to be insolvent. By law, the assets of these banks were transferred to the DGF.  The DGF is required to sell these assets in an open market. One year ago, the DGF, National Bank of Ukraine, Ministry of Economic Development and Trade of Ukraine, and Transparency International Ukraine signed a memorandum in order to establish a new sales system “ProZorro.Sales”. Between 31st October 2016 - 19th June 2017, this new electronic platform has sold assets and loans worth UAH 1.2 b. The next steps in order to improve the DGF’ asset sales system and other key tasks were discussed at the press conference on 22nd June in Kyiv City "By the end of 2017, all assets of the banks managed by Deposit Guarantee Fund shall be auctioned through “ProZorro.Sale”. Between November 2016 and April 2017, the DGF conducted 21,917 auctions totally worth UAH 66.2 b. through the single electronic auction platform In fact, any company legally operating in financial markets could participate in the auctions.
