Public confidence in banks and awareness of the DGF continue to grow – results of the survey

According to the results of the survey, every second Ukrainian is aware of the DGF. Awareness of the DGF increased significantly: from 34% in 2021, to 47% in 2025. These are the findings  of a nationwide representative survey conducted by the Sociological group “Rating” at the request of the DGF in April-May, 2025. Presentation and discussion on the results of the study were held on June 24, 2025, in the Ukrinform News Agency. The representatives of the DGF, banks, educational institutions and public organizations participated in the event.

According to the survey, the confidence of the Ukrainians in banks continues to grow during all three years of the full-scale war: 68% in 2025 compared to 56% in 2021.

The survey data demonstrates, in particular, that availability of a deposit guarantee is one of the five main factors when choosing a bank for opening an account. Almost one third of the financial services consumers consider this when making their decision. At the same time most of them, 55% of the respondents (compared to 46% in 2021), said that reliability and stability are the key factors when choosing a bank. Meanwhile 31% (compared to 25% in 2021) were guided by their own previous experience and 29% said that they are influenced by  the  availability of bank brunches and ATM network. In addition to the above mentioned, a new trend is emerging:  an increasing proportion of respondents  are opening card account of  their own initiative. The research also shows an increasing role of online transactions, specifically, growth in the use of  mobile and/or online banking, rising from 41% in 2021 to 59% in 2025..

At the same time, the survey once again demonstrated a need to inform the public further about coverage amount. This is primary connected with the change in the size of  the reimbursement limit, from UAH 200 thousand to 100% guarantees during martial law.

“The deposit guarantee system and the banking sector as a whole demonstrate resilience in critical conditions. The results of a study of the Ukrainians’ financial behavior shows that society recognizes this and responds by trusting  the banking system. At the same time, we are seeing   demand for an expansion  of bank guarantees. In particular, 63% of respondents said that deposits of the legal entities should be guaranteed by the DGF. The survey results can become an informal framework for  our priorities for the future, being in line with the European integration strategy,” said Olga Bilai, Managing Director of the DGF.

The research also revealed the demand of Ukrainians for gaining information about conditions of bank deposits guarantee (35%) and payouts to the depositors of the failed banks (30%). The most convenient source of this information was defined as a bank where depositors have an account (53%). Trust in information received directly from the banks where their accounts are held is constantly growing among Ukrainians. 33% of respondents trust this source, compared to 21% at the end of 2021.

For information. the DGF assesses a level of public awareness of the deposit guarantee system every two years by conducting a representative survey. In 2025, the survey was conducted by the Sociological group “Rating” among 2,000 respondents over 18, who have bank accounts and/or use  various financial services. The research covered all regions of Ukraine, except for the temporarily occupied territories of Kherson, Kharkiv, Zaporizhzhia, Luhansk, Donetsk regions and Autonomous Republic of Crimea.
